You can create a Files and Settings Wizard Disk from any Windows XP computer.
- First, click on Start>All Programs>Accessories>System Tools>Files and Settings Transfer Wizard.
When the Welcome to the Files and Settings Transfer Wizard page appears, click next. 
- When the "Which Computer is This?" screen appears, be sure to select "New Computer", then click Next.

- If you see the Windows Security Alert window shown below, click on "Unblock".

- The next window will ask if you have a Windows XP CD and if you want to create a Files and Settings Wizard Disk. To create a Wizard Disk, click on the "I want to create a Wizard Disk" radio button as shown below.

- The Wizard Disk files will easily fit on a formatted 3.5" floppy disk, or you can use the dropdown menu to select a USB jumpdrive or other media instead.
After you have made your choice, click Next. After clicking next, a window will appear asking you which version of Windows is on your old PC. Make the appropriate selection and click OK. You'll then be prompted to insert a blank and formatted disk into your floppy disk drive. Then click OK.
Don't know how to format a floppy disk?It's easy.
Place the disk into your floppy disk drive, then click on Start>My Computer to view all of your drives.
Select your floppy drive (usually A:) and right-click on it with your mouse.
Left-click on "Format.." from the resulting menu. A format window will appear showing information about your disk.
Just click on the Start button to begin formatting.
Warning: Formatting will delete all data on your floppy disk. Make sure there is nothing of value on the disk before formatting.
Once you see the Format Complete window, you are done.
- After clicking OK you'll see the Disk Creation window showing the progress of creating the Wizard Disk.

- After the Wizard Disk has been created you'll see the next window shown below prompting you to take the Wizard Disk that you have created and insert it into your "old" PC.
After inserting the disk, open up My Computer and double-click on the A: drive to open it. Double-click the FASTWiz.exe file to start the Wizard. If you used a USB jumpdrive, then find the drive letter for your drive in My Computer and go through the same process.
